Cem brings donor-side experience of a kind few implementing organisations hold. For five years he served as Programme Officer at European Civil Protection and Humanitarian Aid Operations (DG ECHO), representing the Commission across 22 provinces of Türkiye and Gaziantep, and contributing to the strategic planning, policy development and management of the humanitarian pillar of the €1.4 billion Facility for Refugees in Turkey. He subsequently served as Director of Programmes at Médecins du Monde Türkiye, with overall management of domestic and North-West Syria programmes, multi-year operational strategy, donor engagement and emergency response operations. He has also held programme management and evaluation roles with UN Women, UNDP and the Council of Europe, and coordinated a Horizon Europe health consortium spanning universities in Italy, Finland, Poland, Greece and Türkiye. At Tōtāra, Cem advises on funding and donor strategy and is active across programme areas — international donor engagement, programme integrity and design, and high-level institutional relationship-building.
