Cem spent five years as a Programme Officer with DG ECHO, representing the European Commission across 22 provinces of Türkiye and working on the strategic planning, policy development and management of the €1.4 billion humanitarian pillar of the Facility for Refugees in Turkey. He has seen at close range how major institutional donors weigh relevance, organisational capacity, risk and compliance before they commit. He has also led programmes from the other side of that relationship — as Director of Programmes at Médecins du Monde Türkiye, covering domestic and North-West Syria operations, multi-year operational strategy, donor engagement and emergency response, and earlier as Head of Programmes at GOAL in Türkiye. As an independent grant assessor for EU IPA projects and a UNDP consultant on monitoring, evaluation and impact assessment, he has judged programmes for technical quality, feasibility and likely impact before funding decisions were taken. Earlier roles with the Council of Europe, UNDP and UN Women covered the full project cycle. He currently coordinates a Horizon Europe health consortium spanning universities in Italy, Finland, Poland, Greece and Türkiye, and holds an institutional connection to the Faculty of Medicine at Istanbul University. He is published in BMC Public Health and the International Journal of Health Planning and Management on health system response to the 2023 Türkiye earthquakes. His earlier career was in international peacekeeping and military logistics, including senior operational roles with NATO KFOR in Kosovo, NATO ARRC in Germany and UNIFIL in Lebanon. At Tōtāra he advises on international donor engagement and funding strategy, programme design and integrity, and high-level institutional relationship-building.
